| Why is it a good practice example? | Strukturbild Skåne (and Strukturbild Skåne 2.0) is a project for land-use and accessibility in the south of Sweden (the region Skåne). The aim is to create a regional collaboration (for the 33 municipalities in the region) to get an overview of land-use for various activities, businesses and residences, in order to better utilise existing transport infrastructure. The 'right thing at the right place' optimises the use of existing transport infrastructure. In Sweden, land-use planning is mainly done at a municipal (local) level. Of course there is national infrastructural planning as well; however, the regional level hardly exist. This is why Strukturbild Skåne is a good example, by looking at the regional perspective and providing input for the planning in the municipalities. |
| Background and Objectives / Aims | The fast growing population and the regional expansion in Skåne, but also the environmental problems growing traffic causes, stress the need for a common understanding on planning in the region. There is a need for collaboration between municipalities to develop sustainable frameworks within infrastructure, housing, business, recreation and green areas. The general aim is to create a regional collaboration to get an overview of land use for business and housing in order to better use existing infrastructure and plan for future growth. Parallel to the project work, a strategical discussion on the future development of Skåne will be held to adapt it and to gain approval for the vision in the Regional Development Programme. |
| Implementation (incl. obstacles, public participation) | The project is coordinated at a regional level with all of the 33 municipalities taking an active part. It's connected to the Regional Development Programme and the Regional Industry and Business Programme 2009-2016. Since 2005 information has been gathered in order to develop methods for effective land use between municipalities and from a regional perspective. The work is based on 3 main parts: - Land use in all municipalities. - Image and attraction for municipalities that have 'free land'. - Multiple locality structure; an analysis between the connection and interaction within and between the localities. The material produced in the project, strategies, maps, databases etc will be used by the municipalities in their land use planning. Political approval is achieved by seminars, workshops and meetings all distributed through the website. Industry and business has taken part in dialogues presented in a memo. |
| Conclusions (incl. output, analysis of benefits) | Since 2005 a large amount of information has been collected and processed. The information is presented in around 300 maps as a basis for knowledge. Four reports have been published: - To work and live in Skåne - Business, trade and service in Skåne - Land use in Skåne - Image and attraction in Skåne Further reports will deal with the Multiple Locality Structure, Attractive Stations and an Integrated Planning Model to visualise the effects of long-term planning. Four memos are the result of dialogue with target groups: - Dialogue industry and business - Dialogue municipalities - The region of Öresund in sight - The creative capacity of Skåne The most important benefit of the project is the collaboration between the 33 municipalities. In the new phase of developing a common vision for Skåne this is absolutely crucial. The opinions and attitudes from industry and service linked to land use planning in the future is collected in a report as well as a scenario document on how to create long-term sustainable and effective structures in the region. The work continues in Structure picture 2.0 ending in 2013. |
